Annotated Grant Agreement – Version 2.0 published

The Annotated Grant Agreement (AGA) is the reference document that guides the agreement between the European Commission (EC) and the consortium in EU programmes, including Horizon Europe. 

On April 1, 2025, the EC released an updated version of the AGA on the EU Funding & Tenders Portal. 

The main changes implemented in the new published version are: 

  • Clarification of the instructions for calculating daily rates, specifically personnel costs declared after the end of the action (Article 6.1 and 6.2.A.1) and the 215-day ceiling (Article 6.2.A);
  • New rules for calculating unit costs for travel, accommodation and subsistence: ferries, boats and allowances for breakfast and commuting have been included (Article 6.2.C.1);
  • Clear regulations for combining EU funds with recovery and resilience facility (RRF) actions (Article 6.3);
  • New instructions on record-keeping (Article 20 and Article 21.2);
  • Special rules for external EU funding programmes such as RELEX; 
  • New requirements regarding gender equality plans, ethical principles and intellectual property use (Annex 5).

 

The changes presented in the AGA Version 2.0 supplement the existing rules and are now marked with a small green square. The details of the updates are listed in the section “History of changes”.
